The American Rescue Plan (ARP) included additional COVID-19 relief for institutions of higher education. This new COVID stimulus bill included $40 billion, available through September 30, 2023, for higher education institutions and students, using the same Higher Education Emergency Relief Fund (HEERF) model established in the Coronavirus Aid, Relief and Economic Security (CARES) Act.
The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2 which was signed into law on March 11, 2021. ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.
Institutions who received HEERF I grant funds under the CARES Act were not required to submit an application for the HEERF II or HEERF III grant. ¶¶ÒõÆƽâ°æ received its HEERF III Grant Award Notification on May 13, 2021, and received $1,624,053 under Section 2003(a)(1) of the Act 84-425E Allocation to provide Emergency Financial Grants to students.
At the time of this posting, ¶¶ÒõÆƽâ°æ awarded emergency grants totaling $549.803 to 817 students. The College has approximately 919 eligible Title IV students that may be eligible to participate in the ARP (a)(1) program. The students were awarded based on their enrollment, residency status, and their financial need as determined by the Free Application for Federal Student Aid. Amounts are outlined below.

¶¶ÒõÆƽâ°æ signed and returned the Certification and Agreement form on April 14, 2020 to receive HEERF funding through the CARES Act. ¶¶ÒõÆƽâ°æ agreed to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students.
¶¶ÒõÆƽâ°æ received a total of $543,588 in funding to be award to students for emergency financial aid grants to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the initial report and every calendar quarter thereafter).
At the time of this posting, all $543,588 has been distributed to our students in the form of Emergency Financial Aid Grants
During the Spring 2020 term we had 983 who were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to Students under Section 18004(a)(1) of the CARES Act.
A total of 852 students have received an Emergency Financial Aid Grant under Section 18004(a)(1) of the CARES Act.
¶¶ÒõÆƽâ°æ determined which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act in the following manner:
During the Spring 2020 term, ¶¶ÒõÆƽâ°æ had 983 Title IV eligible students enrolled when our classes moved-online and students were asked to move off-campus due to the COVID-19 pandemic. On May 19, ¶¶ÒõÆƽâ°æ sent checks totaling $530,500 to 852 students based on their enrollment, residency status, and their financial need as determined by the Free Application for Federal Student Aid. Amounts are outlined in the table below.

On September 16, 2020, ¶¶ÒõÆƽâ°æ awarded Technology Grants to our highest need students. 84 students were identified as being enrolled during the Spring 2020 term and the Fall 2020 term and had a $0 EFC based on their 2019-2020 and their 2020-2021 FAFSA. Students were contacted and asked to complete a request for technology support. 39 students responded and they were provided with technology grants of $336 each, exhausting the remaining $13,088 in Cares Act funding.
